Messenger asks player to touch the Christmas tree behind her. This gives Kyprosas Authority buff. The buff can be acquired as many times as needed so its a good buff to crab before world bosses etc.

Messenger asks player to go to Miroir Tundra and talk to King Penguini Alfredo.
[Icy Intrdures]
Kill 5 Cursed Snowmen and collect 5 Frozen Souls and 5 Stolen Festival Decorations. Locations shown as pictures in Marianople and Austera below.

Go to Miroir Tundra to visit King Penguini to wish him happy festival.
[A Very Merry Mistmerrow]
Go to Mistmerrow, Crimson Altar and talk to Winter Maiden Messenger. Best time to go is peace time since the quest below is easier to complete without PvP.
[Blessing the Basins]
Equip a Snowball Basket and help to build one of the Snowmen. Press F on the snowman to build. After that talk to the Mistmerrow Maiden Messenger.
